Deputy Director Wu Xueti said that the independent innovation of scientific instruments and equipment is the forerunner and important guarantee for China’s ability to enhance innovation and build innovative countries. The state issued the "National Twelfth Five-Year Plan for Science and Technology Development" and the "National Twelfth Five-Year Plan for the Development of Scientific Research Conditions" to promote the development of scientific instrumentation R&D and industrialization bases. In 2011, the Ministry of Science and Technology of the People's Republic of China and the International Fund for Self-Thermoscience Science and Technology set up “Special National Scientific Instruments and Equipment Development Projects,” and “Special Scientific Research Equipment and Equipment Development Projects”. In 2011, the Ministry of Science and Technology developed 800 million yuan worth of special national scientific instruments and equipment, with a budget of 1 billion yuan in 2012.

The “National Special Scientific Instruments and Equipment Development Special Project” established by the Ministry of Science and Technology mainly supports the independent innovation of high-end general scientific instruments and equipment (including core basic accessories), and appropriately selects and supports some key core fields such as the national economy’s lifeline and national security or subject to human scientific instruments and equipment. 1, registered in mainland China for more than two years, with strong scientific equipment and R & D and industrialization capabilities, operation and management norms, with an independent legal personality;

2. After the high-tech enterprise has confirmed or reached the same conditions;

3. The project is in line with the major development direction of the company;

4. Sign legally binding agreements with other project task-bearing units in advance to clarify the division of tasks, allocation of national funding, results, and ownership of intellectual property and the distribution of benefits;

5. The investment of enterprises shall not be lower than the national funding.
