"Before the legal heating day on November 15, the city's cold air activities were frequent and the temperature changed greatly." The person in charge of the Municipal Weather Bureau said yesterday that the average temperature in the period from November 5 to November 15 is expected to be About 6 °C, lower than the recent 10 years of 6.9 °C, also significantly lower than last year. In early November, the low temperature in urban areas will be about minus 2 degrees Celsius to about 0 degrees Celsius, and the possibility of an average temperature below 5 degrees Celsius in the first five days of the first half of November will be greater. From December 2012 to February 2013, the average temperature in Beijing will still be lower than normal.

Xu Xiaochen, deputy director of the Municipal Heating Office, said that the city's heating office originally scheduled for the 26th weather conference may be postponed to the 29th to enhance accuracy. If the low temperature reaches the advance heating standard in the following days, the weather consultation will be cancelled in early November and the city will start heating ahead of schedule. The city's heating service hotline 62357575 will be opened to the public before heating, and the district heating and heating departments and large heating units will also be announced to the public.

The city will increase government subsidy this year. It is estimated that the subsidies for the entire heating season will be about 3 billion yuan. The heating administrations and heating units at all levels have further improved the heat supply protection program. The 1,214 urban emergency rescue teams at the two levels in the urban area have all entered the state of readiness before the end of October. The room temperature control of large-scale public buildings, such as offices and shopping malls, will be run at night and on public holidays.

The city's heat metering and charging area has reached 60 million square meters, of which 24 million square meters of heat metering units and communities will be heated in advance. This is to debug the equipment to ensure that the new hot metering users can meet the room temperature on the legal heating day.
