China's titanium dioxide industry faces four major challenges

The Chinese titanium dioxide industry has experienced remarkable growth in recent years, with production capacity expanding rapidly and sales remaining robust. The overall economic performance has improved significantly, creating a vibrant and dynamic market environment. However, beneath this success lies a series of serious challenges that threaten the long-term sustainability of the sector. One of the most pressing issues is the problem of low-level overexpansion. Many companies have engaged in blind investment, leading to an oversupply of low-tech, low-efficiency products. Currently, there are more than 70 titanium dioxide producers in China, with production reaching 700,000 tons in 2005 and expected to exceed 900,000 tons this year—a 28% increase. Additionally, 12–14 new projects are in various stages of development, adding another 250,000–300,000 tons of capacity. If existing expansion plans are completed, total capacity could reach 1.5 million tons by the end of the "Twelfth Five-Year Plan" period. This rapid growth has led to overcapacity, weak market demand, and intense competition among small-scale enterprises, all of which undermine profitability and efficiency. Another key challenge is the limited availability of high-quality titanium ore. Titanium dioxide production is highly resource-intensive, requiring large amounts of ilmenite and sulfuric acid. For every ton of titanium dioxide produced, approximately 2.15 tons of ilmenite and 4.15 tons of sulfuric acid are consumed. With domestic reserves being scattered, inefficiently mined, and of lower quality compared to international standards, China faces a growing dependency on imported raw materials. This has resulted in rising costs and supply chain vulnerabilities, forcing many companies to rely heavily on foreign imports to maintain operations. Environmental concerns also remain a major obstacle. Sulfuric acid-based titanium dioxide production generates significant "three wastes"—waste gas, waste water, and solid waste—making it a focal point for environmental regulation. Although companies have made efforts to improve their environmental performance, they still struggle to meet increasingly strict standards. Some manufacturers have been forced to halt operations or undergo rectification due to pollution violations, highlighting the urgent need for cleaner production technologies. Moreover, foreign multinational corporations are entering the Chinese market, intensifying competition. Companies like DuPont and Astron have established large-scale production facilities in Shandong and Liaoning, using advanced chlorination processes to produce high-end products. These developments pose a serious threat to domestic firms, especially those lacking strong technological innovation capabilities. To survive and thrive, Chinese titanium dioxide companies must focus on improving environmental management, promoting circular economy models, controlling unregulated expansion, and shifting toward sustainable growth. They should also invest in R&D, strengthen collaboration with research institutions, and develop proprietary technologies to enhance competitiveness. Only through these measures can the industry overcome its current challenges and secure a sustainable future.
