The fifth is to solve the problem of residual film pollution in farmland. Accelerate the thickening of the standard film system (repair) and promote the use of it, and support the construction of a number of waste film recycling processing outlets. In Xinjiang and other places to start the subsidy for agricultural film recycling subsidies, through these measures, strive to achieve more than 80% of the agricultural film recovery rate by 2020.
