Important provisions for the safety management of explosive materials storage and transportation

(1) Storage of explosive materials 1. Ground blasting equipment library
The total capacity of the ground general warehouse, the explosives should not exceed the production capacity of the unit for half a year, and the detonation equipment should not exceed the production capacity for one year.
The total capacity of the ground storage, the explosives should not exceed 3 months of production, the detonation equipment should not exceed half a year of production; the maximum allowable amount of storage on the ground single warehouse (including the chamber) should not exceed the regulations.
For the township, township and self-employed mines, quarries and geotechnical engineering units, the maximum storage capacity of the centrally managed small blasting equipment warehouse shall not exceed 1 month, and shall not exceed the limit.
Temporary storage of the ground should comply with relevant regulations.
2. Underground blasting equipment library The underground explosive material library should be copper chamber or wall trough. The underground explosive material library shall include the warehouse, the auxiliary copper room and the roadway leading to the warehouse.
The normal explosive distance from the wellbore, the bottom hole yard and the main transport lane, the main palm chamber and the damper affecting the ventilation of the whole mine or most of the mining area: the room type shall not be less than 100m, and the wall trough type shall not be less than 60m.
The normal distance from the warehouse to the pedestrian roadway: the chamber type should not be less than 35m, and the wall slot type should not be less than 20m.
Between the warehouse and the external roadway, three connected tunnels that are at right angles to each other must be connected. The intersection of the connected roadway must be extended by 2m, and the sectional area should not be less than 4m2. At the end of the connected roadway, the buffer sandbox partition wall must also be installed. The extension section of the Unicom roadway must not be used as the auxiliary Tongfang.
Each explosive material warehouse must have 2 exits, one for the release of explosive materials and pedestrians, and the other end of the exit must be equipped with an anti-shock valve that can be automatically closed; the other outlet is placed on the return side of the explosive material store, and the track can be laid. The explosive material shall be transported and a shock-resistant closed door shall be installed at the junction of the exit and the warehouse.
Underground build explosive materials library must belong to knock or non-metal non-flammable material support, not leaking water, and take measures moisture. The floor of the warehouse must be higher than the floor of the external roadway, and the ditches should be set up in the warehouse and the passage.
The maximum storage capacity of the underground explosive material library shall not exceed the explosive demand of the mine for 3 days and the demand for 10 days of electric detonator. Electric detonators and explosives must be stored separately.
The amount of drug stored in each room shall not exceed 2t, and the electric detonator shall not exceed the required amount of 10d; the amount of explosive stored in each wall slot shall not exceed 400, and the electric detonator shall not exceed 7dJ of 2d.
Verify that the current of the electric detonator must not exceed 30 mA.
The explosion room of the warehouse shall be allowed to store explosives on duty, but the maximum storage shall not exceed 3 boxes.
The underground blasting material warehouse must use the lighting equipment of the mine explosion-proof type (except for the mine increased safety type). The lighting line must use the flame-retardant cable, and the voltage should not exceed 127V. It is strictly forbidden to install lamps in rooms or wall slots where explosive materials are stored. There is no explosive material library for fixed lighting equipment. Miner lamps with insulating sleeves can be used.
No personnel may carry a miner's lamp into the underground explosive material warehouse. When the lighting equipment or wiring in the warehouse fails, the maintenance personnel under the supervision of the warehouse management personnel can use the miner's lamp with the insulating sleeve to enter the warehouse.
(2) Shipment of explosive materials 1. Loading and unloading explosive materials
(1) Handling and handling should be handled gently, and must not be rubbed, impacted, thrown, tumbling, side-mounted and inverted blasting equipment; loading explosive materials should be not super high, not wide, and not overloaded.
(2) Explosive materials and other cargoes shall not be mixed; detonating equipment such as electric detonators shall not be loaded and unloaded at the same time as explosives.
(3) Fireworks and fire-fighting items should not be carried when loading and unloading and transporting blasting equipment.
(4) Personnel exposed to explosive materials must wear cotton or antistatic clothing.
(5) When manpower is used to transport explosive materials, only one box can be transported at a time, and it is not allowed to carry it with a shoulder.
(6) is strictly prohibited coal gas vehicles, tractors, since overturned tricycle, bicycle, motorcycle, trailer transport explosive materials.
(7) When using a vehicle to transport detonators or nitroglycerin explosives, the loading height must be less than 100 mm above the upper edge of the carriage. When transporting detonators by vehicles, the detonators shall not be placed sideways or standing, and the layers must be cushioned.
2. Transporting blasting equipment in shafts and inclined shafts
(1) The winch driver and the upper and lower pit hooks must be notified in advance; it is forbidden to store the blasting equipment in the wellhead room, the bottom hole yard or other roadway.
(2) Electric detonators and explosives must be transported separately. In cages or buckets containing explosive materials, no other personnel other than blasters or escorts.
(3) When transporting nitroglycerin explosives or electric detonators in cages, only one layer of explosive material box shall be placed in the cage and shall not slide; when transporting other explosives, the stacking height of the explosive material box shall not exceed 2/3 of the height of the cage.
If a vehicle containing explosives or electric detonators is directly pushed into a cage, the nitroglycerin explosives and electric detonators must be installed in a dedicated, covered wooden compartment, and the interior of the compartment should be covered with rubber or sacks. Soft cushion, and only one layer of explosive material box is allowed; other explosives boxes can be placed directly in the mine car, but the stack height should not exceed the upper edge of the mine car.
(4) When transporting nitroglycerin explosives or electric detonators in cages, the lifting speed shall not exceed 2 m/s; when transporting other explosives, it shall not exceed 4 m/s; the lifting speed of the bucket shall not exceed lm regardless of the explosive materials transported. /s; When the driver starts and stops the winch, the driver should ensure that the cage or bucket does not vibrate.
(5) It is strictly forbidden to transport the explosive charge and explosive in the same explosive material container to the bottom working face.
3. Mine car (train), car transport blasting equipment
(1) It is strictly forbidden to transport explosive materials during the time of handover and personnel going to and from the well.
(2) Explosives and electric detonators shall not be transported in the same train. If transported by the same train, between the vehicle containing the explosive and the electric detonator, and between the vehicle with the explosive or electric detonator and the locomotive, it must be separated by empty vehicles, and the length of the separation should not be less than 3m.
(3) Explosive materials must be escorted by the person in charge of the underground explosive materials store or by specially trained personnel. Car-passing personnel, escort personnel and loading and unloading personnel should sit in the tail car and no other personnel are allowed to take the bus.
(4) The speed of the train must not exceed 2m/s.
(5) Trains carrying explosive materials may not transport other items or tools at the same time.
4. Maneuvering explosive materials directly from the explosive materials store to the workplace
(1) The electric detonator shall be transported by the blasting personnel in person, and the explosive shall be transported by the blaster or other personnel under the supervision of the blaster.
(2) Explosive materials must be packed in non-metallic containers that are resistant to pressure and shock, shock, and static. Electric detonators and explosives are strictly prohibited in the same container.
(3) It is strictly forbidden to put explosive materials in the pockets.
(4) After receiving the explosive materials, they should be sent directly to the workplace, and it is strictly forbidden to stay in the middle.
(5) When carrying explosive materials up and down, the number of persons carrying explosive materials in each layer of cages shall not exceed 4 persons, and other personnel shall not be allowed to go up and down.
(6) It is strictly forbidden to transport explosive materials during the time of handover and personnel going to and from the well.
