May 17th, learned from the Inner Mongolia Autonomous Region Economic and Information Technology Committee that the chemical industry in the region has carried out the implementation of the National Implementation Plan for the Energy Saving and Low Carbon Action of 10,000 Enterprises. The annual comprehensive energy consumption is 100,000 tons or more standard coal. The participation of domestic chemical companies has become the main force in promoting the reduction of energy consumption per unit of GDP in Inner Mongolia by 3.2% in 2012.

In order to promote the effectiveness of the energy-saving and low-carbon action in the chemical industry, the Inner Mongolia municipal governments have signed energy-saving target responsibility statements with their local companies and implemented the energy-saving goal responsibility system one by one. More than a hundred chemical companies have started energy auditing and energy saving planning. At the same time, they have intensified their energy-saving technological transformation, accelerated the elimination of outdated production capacity equipment and production processes, and actively carried out energy efficiency benchmarking. The relevant departments of the autonomous region also strictly follow the requirements of the “Energy Conservation Assessment Methods for Key Energy-consuming Enterprises” to assess the completion of energy-saving targets and the implementation of energy-saving measures, and regularly carry out energy-saving supervision and inspection and law enforcement supervision.

In addition, Inner Mongolia also adopted three measures to adjust inventory, control increments and circular development to promote the realization of the energy-saving goals of the more than 100 chemical companies. Among them, the adjustment of stocks is to continue to eliminate backward production capacity by strengthening chemical energy-saving basic work, vigorously develop recycling economy, promote cleaner production, strengthen demonstration projects for the comprehensive utilization of solid waste, and strive to reduce energy consumption of stocks; control increments are mainly through strict restrictions on high consumption. Energy and low-value-added chemical projects and encourage new projects with low energy consumption and high added value to control the excessive increase of new energy consumption; the key to recycling development is to optimize resources according to the principle of “reduction, reuse, and recycling”. The utilization mode is the core, to increase the energy conservation and consumption reduction of the chemical industry, improve the efficiency of comprehensive utilization of resources, and promote clean production and circular economy pilots to achieve a rational adjustment of the chemical industry structure and industrial transformation and upgrading.

It is understood that the Inner Mongolia chemical industry featuring coal carbide, coke, coal-to-oil, coal-to-olefins, chlor-alkali, soda ash and other coal chemical and salt-alkali chemicals has always been the main force of local industrial energy consumption. From January to April of this year, the energy consumption per unit of GDP in Inner Mongolia did not appear to have risen in the same period of last year. Taking electricity consumption as an example, from January to April, the industrial electricity consumption in the region was 55.738 billion kWh, an increase of 8.99% year-on-year. Among them, the chemical raw materials and chemical products manufacturing industry was 13.605 billion kwh, an increase of 5.85% year-on-year, accounting for approximately 26% of the total electricity consumption.
