The former director of the Science and Technology Bureau of the Oriental City suspected of rape continued: the woman changed her name to be voluntary

Lumou, the former director of the Science and Technology Bureau of Dongfang City, Hainan Province, was detained by the police of the Oriental City on March 8 this year on suspicion of rape of women. The procuratorate later approved the arrest. After being reported by many media in Hainan Province, this matter has aroused widespread concern in the society.

Recently, a person familiar with the matter provided reporters with an “information statement” issued by the so-called report woman. In the “status statement”, “accused the woman” described the course of events and stated that “I voluntarily had a relationship with Lumou and learned that I had a wife and I was reported to have lost control at one time” and requested to withdraw the accusation. However, the relevant person in charge of the Public Security Bureau of the Dongfang City did not respond positively to this “information statement” when interviewed by reporters.

The reporter was also informed that there were two people in the area who were involved in the case and were taken away by the police for investigation.

The woman who reported the case changed her name to "voluntarily"

Recently, a man who claimed to be an insider contacted the reporter and provided the reporter with an “information statement” that he called to sue the woman. The person familiar with the matter also stated that the facts at the time were not reported by some of the media, and that this “condition statement” had already been submitted to the Oriental Police. The following is the content of the "instructions" (Note: Some texts have been abridged):

“Dongfang Public Security Bureau: Some time ago, when I was singing in the XX box, I met Lu’s XX after a friend’s introduction. When I danced with him, I gave him my mobile number, and asked him if he had time to follow me. On March 6th, several people in their unit went to the inspection work in Siqin, when I ate with them and drank a lot of white wine. After eating, I went back to them with eight. In the car, I grabbed and spit again. When I went to the eight schools, I told them to open a room and give me a rest. In the room, I volunteered to have sex with Lu. Afterwards, I knew that Lu XX had a wife. When I was impulsive, my emotions got out of control, and I reported it. After that, I passed by. After several days of thinking, reporting that the Lu XX rape did not conform to the facts. At that time, I was willing to do so. In order to avoid being a good person, I now asked the Public Security Bureau to withdraw my previous accusation against Lu XX, and not to pursue (research) Lu XX's legal responsibility. I request the Public Security Bureau to understand me and respect my opinions, and to exempt me from allegations."

Two more local people were taken away for investigation

Since March this year, there have been rumors in the Oriental City that "the director of the Oriental Technology Bureau is suspected of raping women." Afterwards, the rumors in the workshop were confirmed by the local police: On March 8, Lumou, director of the Oriental Science and Technology Bureau, was detained by the police of the Oriental City for criminal prosecution and subsequently arrested by the prosecution.

According to media reports, Lumou, who was in his 40s, had served as party and government officials in Luodai Township, Guangba Township, Datian Township and other townships in the Oriental City. He also served as the director of the Eastern Food Bureau. Last year, Lumou was transferred from the Eastern Food Bureau to the director of the Science and Technology Bureau of the Oriental City. He was officially appointed at the beginning of this year.

When Lumou was working in Datian Town, he met Wu Wu (approximately 30 years old), a woman who had served as a person in charge in a local unit. On the evening of March 6, Lumou invited a group of friends and Wu and others to eat. On the evening of the same day, Lumou opened a room in a hotel in the town of Hachijo, in the east, and then came to the hotel room with Wu. Later, Wu said that Lumou raped her. On March 8, Lu was detained by the police in the East City.

Lumou’s alleged rape, after being reported by many media in the province, immediately attracted widespread attention from the society, and some people expressed regret. Recently, the reporter also learned from relevant local authorities that because of this case, two local people were taken away by the police for investigation. The two persons were responsible for the corresponding departments of the two local political-legal units and were also close friends of the suspect Lumou.

In recent days, the reporter also sought confirmation from the police in the Oriental City on the "Situation Statement" written on March 18. A major person in charge of the Public Security Bureau of the Dongfang City did not respond positively to this, saying that "there must be agreement with the reporter after the Secretary has consented." As of press time, the police in the East did not respond to this.
