Industrial parks are given economic management authority

Since 1988, Changsha started its first industrial park. Twenty-six years later, Changsha now has 14 industrial parks above the provincial level. With the rapid development of the park economy, how to scientifically locate and avoid the homogenization trend of the “thousand gardens and one side” industry has become an important issue for the development of the park.

In this regard, the Changsha Park Development New Deal clearly stated that with industrial development and project construction as the core, the principle of “reasonable layout, intensive land use, industrial agglomeration, and optimization and upgrading” should be adhered to, and the development of the park should be accelerated. At the same time, Changsha will optimize the allocation of land resources and improve land use efficiency and efficiency. The investment intensity for the development and utilization of industrial land in industrial parks at the national and provincial levels shall not be less than 30 million yuan/ha and 24 million yuan/ha, respectively. Encourage enterprises in industrial parks and industrial parks to make full use of their inefficient lands for cooperation or separate development of industrial projects or industrial estates.

In terms of industrial development, Changsha has explicitly proposed to vigorously promote the development of leading industries in industrial parks, requiring that the number of leading industries in state-level industrial parks not exceed three in principle, and the number of leading industries in provincial-level industrial parks should not exceed two in principle. The municipal support funds shall be given corresponding support according to the orientation of the leading industries in the industrial park.

Institutions and talents are the "first resources" for the development of the park. The new policy for the development of the Changsha Park clearly stated that the full-scale salary system will be implemented in the industrial park and a flexible performance-based wage system will be implemented. Industrial parks can independently employ high-quality talents at home and abroad according to their development needs.

At the same time, Changsha has also introduced a series of policies to provide all-round support for the development of the park: 50 million yuan will be allocated in the special fund for industrial development in Changsha, and a special fund for the development of industrial parks will be established to guide the dislocation development of industrial parks and the preparation of industrial parks. Except Changsha High-tech Zone (including policy areas), other industrial parks, based on the city-level portion of value-added tax, business tax, and corporate income tax realized by the industrial enterprises of industrial parks in the previous year, 50% of the ultra-basic portion was returned to the industrial park.
