Chongqing (Changshou) Chemical Industry Park has always focused on creating a circular economy by ensuring that each project can connect with upstream and downstream products, integrate with related industries, and maximize resource utilization—essentially achieving "resource exhaustion." Over six years of development, the park has not only established its own unique model of circular economy but also ensured that all 42 chemical companies operating within it meet environmental and regulatory standards. In the early stages of development, the park invested several million yuan into environmental planning and industrial layout. A comprehensive plan titled “Chongqing Chemical Industrial Park Industrial Development and Control Plan” was developed, leveraging local resources such as natural gas and brine. By extending the product chain and building an ecological network, the park formed four key industries: natural gas chemicals, petrochemicals, biochemistry, and new materials and fine chemicals. As Chen Jinshan, chairman of the Chemical Park Co., Ltd., explained, this design allows investors to operate based on demand, significantly improving the efficiency of attracting investment. To date, the total investment in the park has exceeded 50 billion yuan. One of the early entrants, Chongqing Global Petrochemical Co., Ltd., invested 90 million yuan in a sewage treatment plant, which accounted for one-third of its total investment. This facility processes 5,000 tons of wastewater daily—equivalent to a medium-sized city's capacity. The company produces alcohol from sweet potatoes, and through three established ecological industrial chains, all waste is fully utilized. For example, sludge becomes organic fertilizer, carbon dioxide is used in beverages and supplied to Sichuan Vinylon, methanol is produced by plants like Jianye Chemicals, biogas generates steam, and treated wastewater is reused for cooling and other purposes. The park follows five core integration principles: product projects, public infrastructure, environmental protection, logistics, and management services. It has invested over 2 billion yuan to build a cogeneration project and a centralized sewage treatment system, integrating water, power, heating, and gas supply into a "public service island." Changyang Thermal Energy Company built two high-efficiency boilers and a 25,000-kilovolt generator, using 200,000 tons of low-quality coal. With advanced dust removal and desulfurization technologies, the pollution control rate exceeds 90%, and the resulting slag is sold to cement plants. All waste is recycled, with eight companies in the park processing 200,000 tons of solid waste annually. From waste, the park also earns about 10 million yuan per year. The park also implements a two-stage sewage treatment system. Companies pre-treat their wastewater to meet first-level discharge standards for characteristic pollutants and third-level for conventional ones before sending it to the park’s centralized treatment plant. This ensures that all wastewater is treated and discharged according to regulations. With existing facilities such as a 250-ton/day domestic waste disposal site, a 50,000-ton/day sewage treatment plant, and a 40,000-ton/day waste treatment plant, as well as planned sites for general industrial solid waste and chemical hazardous goods washing, the park achieves centralized treatment of production waste, domestic garbage, and sewage. Through incineration, solidification, and burial, the park has significantly improved pollutant treatment rates, compliance, and resource recycling, laying a strong foundation for sustainable development.
