Chongqing (Changshou) Chemical Industrial Park has always focused on creating a circular economy by ensuring that each project is interconnected with upstream and downstream industries, allowing for product integration and optimal resource utilization. Over six years of development, the park has successfully established its own unique model of circular economic growth, achieving full compliance among all 42 chemical companies operating within it. In the early stages of construction, the park invested several million yuan into environmental and industrial planning. It commissioned experts to develop the "Chongqing Chemical Industrial Park Industrial Development and Control Plan," leveraging local resources like natural gas and brine. By extending the product chain and designing an ecological "Internet" of the natural gas chemical industry, the park developed four key sectors: natural gas chemicals, petrochemicals, biochemistry, and new materials and fine chemicals. As Chen Jinshan, chairman of the Chemical Park Co., Ltd., explained, this design allows investors to "order food according to demand," significantly boosting investment efficiency. To date, the park's total investment has surpassed 50 billion yuan. One of the early entrants, Chongqing Global Petrochemical Co., Ltd., spent 90 million yuan building a sewage treatment plant, which accounted for one-third of the total investment. The facility processes 5,000 tons of wastewater daily—equivalent to a medium-sized city’s capacity. The plant produces alcohol from sweet potatoes, and with three established ecological industrial chains, all waste is fully utilized. For example, sludge becomes organic fertilizer, carbon dioxide is used in beverages and supplied to Sichuan Vinylon, methanol is produced by other companies, biogas generates steam, and treated wastewater is reused for cooling, condiments, and water. The park also follows five core integration principles: product projects, public infrastructure, environmental protection, logistics, and management services. A total of over 2 billion yuan was invested in building a cogeneration project and a sewage treatment system, integrating water, power, heating, and gas supply into a "public service island." The Changyang Thermal Energy Company constructed two high-temperature, high-pressure circulating fluidized boilers and a 25,000-kilovolt generator set. Using advanced electrostatic dust removal and desulfurization technologies, the system achieves over 90% efficiency in both dust removal and desulfurization, effectively addressing pollution. The resulting slag is sold to cement plants, and all solid waste is recycled, with eight companies in the park processing 200,000 tons of waste annually. From these efforts, the company also generated 10 million yuan in additional revenue. The park also implements a two-stage sewage treatment system. Each company pre-treats its own wastewater to meet first-level standards for characteristic pollutants and third-level for conventional ones before sending it through the park’s centralized network. The sewage is then treated at a central plant and discharged only after meeting strict environmental standards. Through continuous development, the park now has facilities such as a 250-ton/day domestic waste disposal site, a 50,000-ton/day domestic sewage treatment plant, a 40,000-ton/day domestic waste treatment plant, a 2.7-million-ton/day hazardous waste disposal site, a planned 250,000-ton/year general industrial solid waste site, and a 3-million-ton/year chemical dangerous goods ship washing base. These systems enable the centralized treatment of all waste, including burning, solidifying, and burying. This has greatly improved the park’s pollution control rate, ensured compliance, increased resource recycling, reduced energy consumption, and laid a solid foundation for the sustainable development of the chemical industry park.
