U.S. Initiates Two Counter-measures on Pressure Management

The China Minmetals Chemicals Import and Export Chamber of Commerce announced yesterday (February 21) that the U.S. Department of Commerce officially launched an anti-dumping and countervailing duty investigation on February 20 against circular welded stainless steel pressure pipes exported from China to the United States. This marks the ninth double investigation in this case. Five petitioners filed the complaint, including four U.S. manufacturing companies—such as Bristol Metals and LP—and one industry group, the United Steelworkers Union. They alleged dumping margins ranging from 8.36% to 12.7%. The products under scrutiny are circular welded stainless steel pressure pipes with an outer diameter of no more than 14 centimeters manufactured in China. According to available information, the U.S. International Trade Commission is scheduled to issue its preliminary determination on injury on March 17, 2008. If injury is found, the U.S. Department of Commerce will proceed with further investigations. A preliminary determination on subsidies is expected in April 2008, followed by a preliminary ruling on dumping in July 2008. In response, the China Minmetals Chemicals Import & Export Chamber of Commerce urged all affected companies to closely monitor the developments and actively respond to safeguard their legitimate rights and interests. The chamber emphasized the importance of timely engagement with U.S. authorities to ensure fair treatment and prevent undue trade barriers. This ongoing investigation highlights the growing concerns over trade practices between China and the U.S., particularly in the steel and metal industries.
